Those tiny and less powerful Decepticons were mostly infiltrators and spies, except Soundwave who hacked into one of the United States' space satellites.
Let's take a look at some of the monstrously huge and mean Decepticons.

Devastator - A giant Decepticon formed by 7 Constructicons. Agent Simmons called this beast a humongous alien remodeling a pyramid. LOL!
Demolishor - One of the Constructicons. Seen in Shanghai, was ordered to pull over by Optimus Prime before he was killed after uttering, "The Fallen shall rise again."
